It's usually easiest to make and over under or incline, and just tilt it...

Tell us more and maybe we can help you.
You can tell how awesome a cannon is by the pressure used.

You could use a sissor jack fashioned to tilt almost any cannon you want if you mount it properly. Are you wanting to incline your barrel but not your air chamber?

One way this has been done is to take either a cross or a pair of T's. For the cross you need to dremel out one of the ridges. For the Ts you slice it about in half length wise, then dremel out the ridge. These parts are used to make the trunnion for the barrel.

The cross or the pair of Ts are glued to either the barrel or chamber, depending on what you prefer. The sidearms on the cross/T is used for the axle (a short length of PVC pipe) that the gun rides on. A jack or threaded rod at the breach end raises and lowers the breech and changes the launch angle of the entire gun.

This setup is basically the elevation mechanism used in simple cannons for a couple hundred years.

See for example here

In the above, the actual working gun is inside all the pipes. The funky DWV cross can be replaced with the cross/T as described above.
