flash is great, but requires a difficult learning curve, search for "alchemy mindworks" gif builder, its not free, but if you ignore the trial versions 30 second message, you can use the program for free... just make a bunch of .bmps with the slowly altering image, load them sequentially, and set the frame rate as appropriate, very simple...

i used to use mspaint and WMM lol but now i use paint and flash

its easier to draw in flash than in paint, since you can create objects animating from scene to scene is way easier, I still endorse my MSpaint+alchemy mindworks, for beginners and law abider's(who really pays for flash)
