Ive been planning on making this air cannon over the weekend and keep on contemplating weather or not to block off my stock or keep it as is.will blocking the stock hurt or better the cannons effectiveness?

Really depends on how much mass your ammo has. Heavier ammo could use the extra tank space. Most of the recommendations I've seen says block off the stock for safety sake...although many successful guns do not.
Why not increase the diameter the tank to say the next size and just block off the stock?
Also, that's a very short barrel on there. Just about any increase in length will offer noticable performance.
One I'd rather not have that bit blowing up in my face due to a poor bond.
Two I think it would be better for the durability of the gun. If you drop in on the stock and it cracks. It's repairable if its blocked. It's ruined if it's not.
