A pulse valve and a QEV are the same thing. For what it's worth, "pulse valve" will be used in industries where dust collection systems are important. They use them to send a pulse of air down some pipes or whatever to blow dust out of the lines.
Meanwhile, a "QEV" is more likely to be found on something like traditional pneumatic equipment as a safety valve (ie, something to dump ALL system pressure).
As for the 2 diaphrams, that's no doubt just a reference to a cascading system for a largish QEV/pulse valve.
