Depends on how your local law enforcement feels about spudguns. Some people could do it at a local park and not have to worry about police.
Where do you live?

FYI - There is a very high chance that you would not be able to find a spot inside a major city that is appropriate for this. Best bet is to tough it out and to just stick with the cabin.

I live in the city, and I am forced to drive 1.5 hours away to the middle of the desert at a designated firearms location surrounded by hills. If I fire my cannons anywhere within sight of the city limits the cops get called. I went up to the mountains and used the cannon. The cops got called. I was driving in the desert with nothing around for miles and asked a police officer if I could use it off of the road, he said NO WAY, it wasn't a designated area.
I hate living in the city for these reasons. I have to go to insane lengths just to shoot a damn potato.

 Darn! I wanted to say that.

Although some of your launchers are small enough to be fired from even small caliber launchers.
A gun that shoots guns that shoot guns that shoot...

Go into the woods maxa. And if that doesn't work find a friend with a farm.
Till the day I'm dieing, I'll keep them spuddies flying, 'cause I can!

The idea of two-stage launchers was discussed semi-seriously:P

If I remember well in WW2 the US was working on anti-tank shells that were essentially a barrel containing a smaller shell that fired on impact with the target

For obvious reasons of course

General rule of thumb is that they're not allowed to be fired within city limits. Find a field, desert or something of similar lack of population and you should be fine.

... or limit yourself to smaller launchers that can "safely" be fired indoors

In desguise, they can double as sporting equipment. I range tested my T Shirt launcher at the school in city limits. I tested the Tennis ball cannon range at the local soccer field in city limits. Keep the noise down and let everyone know it's a t shirt launcher, not a spudgun. Leave the spuds home and bring rolled t shirts. Having a responsible adult along to supervise the science fair project does help a lot.

Kids doing dangerous things, leaving a mess, and creating property damage or even being perceived as up to no good will result in less than favorable response from the neighbors and law enforcement.

I was at a resouvour with a ham radio club when the sheriff arrived. We invited him to examine our antenna launcher and invited him to try it. We had already strung some mason line over a couple nearby trees. We explained we wanted to crank up the power and test the range, but had nobody to retrieve the tennis balls from the lake. He was there to check fishing permits and stated he needed to practice search and rescue. We launced the balls and he retrieved him. His only rule was "Don't Call Me Rover". We complied.

PR goes a long way.

I am right in the city and as i shoot small 6mm bb's that are of a dark colour, i can shoot in the big park in front of my house by the window. The bb are very hard to see on the ground. The park makes at least 200 meters and its always empty.

I shoot in my basement, Even my high-er pressure cannons. Make yourself a good backstop, and your all set.

My backstop consists of:

4 layers of carpet
6'' of solid cardboard
4'' of plywood.
Steel sheets
2 mattresses
my concrete wall.

I have only succeeded in pushing through the first 2'' of plywood.

A good backstop is not that hard to make.... if this is an option for you, i say give it a go.
