Alright Ill make a label for it that says Fake and Inert just to be safe. Thanks for that little bit of info. Didnt see any wisconsin state law against it when I looked but I will do anyways just to be safe.

Also, C4 can be many colors, but when initially made, it is an off white. (We are talking original Sodium Chlorate based C4, not Semtex, right?)

as far as I know Composition 4 (C-4) have never ever contained any form of Chlorate... C-4 is made from RDX and a bunch of plasticizers,binders and numerous oils and some taggants
Even If there was ever any commercial Chlorate based plastic explosive, it was not called C-4
