homemade springer on youtube

Yesterday I stumbled upon this video I watched the first half waiting to see the homemade gun, expecting some kind of ghetto ball valve thing or a balloon taped to some pipe. What I found instead was something that looks like a fairly well made spring powered air rifle. Do you think it was made with milling equipment? and would it be possible to recreate something like this? thanks.

You should be able to make something close without a mill, but it will take some doing
