Can anything be done about the rising cost of the entitlements. The Government is saying the economy is flat with no growth and low interest rates and little inflation. If this were true, the following would be false.
The budget is on a freeze or small growth, but large layoffs are due to rising costs. The reality of inflation is here.

This is in Oregon USA. Unions won't budge on benefits, so to balance budgets, the headcount is reduced, along with the entitlements. What is wrong with the unions?
State lawmakers budgeted $5.7 billion for schools for the 2011-13 biennium, an amount equal to the previous two years but nowhere near enough to cover the rising cost of retirement pensions, health care, payroll and general inflation. The result was multi-million dollar shortfalls at districts around the state.
In regard to the seagull, a string on the glass door would be a nice touch. Pull the door closed, then create excitement. Ever see a gull panic trying to go out a window? :D Can be messy. Release a barking dog from another room for total effect. Bonus points for more than 2 gulls.

naaah but seriously... it would fix all of those problems...
the only problem is htat you need to get more okinawas rather than kosovos (which translates to -> you need a lot more ppl coming home in body bags)

Ever since I saw Season 5 of The Wire, it can be understandable how municipal governments don't have enough money or don't do certain things promised in their election campaign or do certain things that seem puzzling. If you haven't seen this season of The Wire, basically a candidate runs for mayor because he's sick of the people in charge and wants to try and fix the city (Baltimore), when he gets elected he finds that he is unable to fulfil most of his promises as he inherits a a huge debt in the schooling system and is required to spend every penny trying to fix it. As a consequence, it appears he is just as bad as his predecessor but that's only because of the bad financial situation. While it may have little bearing on real politics, I can see how one would go in to government wanting to change things up and then be forced to drop all their agendas because the previous governments f'd them over. Alerting the public to the debt or shortfalls may cause a panic and make things worse.

Basically, what I'm saying is, I don't know everything that goes on behind close doors in a government and there may be other reasons why they are forced to make seemingly bad decisions. Not that this excuses them from making those decisions, I just find it pointless arguing that "they had all this money so why wasn't it spent here instead of there" etc. They also have to please public opinion, and not just the public who votes for them but the public who doesn't vote for them as well. They may see a bad decision as hurtful to its own voters but realise that the majority of its voters will not change their minds and vote for another party while the decision may change the minds of people who don't already vote for them.

A lot of the time it seems like they're not really concerned about the effects of their decisions on the particular infrastructure, but the effects of their decisions in the public eye. While it may be better to spend $$$ here instead of $$ here, the public would react better to the latter decision even if it is worse for the city.

I really do hate politics. Maybe it's due to the city I live in where no one can make up their f'in mind and don't have the balls to try anything drastic (Auckland has the highest or second highest vehicle owner ship in the world per capita and crap public transport).

Anyway I'm just rambling, this probably makes little sense and has no relevance to your post :D

LOL this thread is funny. It makes me happy. Oh, not wanting to neglect my ADD, let me ask a random question. When does a spud gun no longer be a spud gun? I mean, in the high-end pneumatic and hybrid arena, most cannons cannot launch spuds anymore. It turns into tater vapor. And it gets even more ridiculous in the 5-10x hybrid range and beyond. Nothing but solid ammo will survive the 600mph flight through the air, let alone the hammer blow of ignition.

Depends on whether you want to use the BATFE definition or the literal definition. As far as I know hybrids still fall into the same category since the law doesn't account for them neatly.

You always can shoot potatoes, whether or not they'll survive the first few feet of travel, but personally I'd say that anything that destroys them should be referred to as a "hybrid cannon" or an "advanced/high-pressure pneumatic". I think 1x combustions are typically survivable.

An interesting article by an archaeologist on the sh|t The History Channel (and its cohorts) have been spewing out on cable.

I think The Bible Code: predicting Armageddon may have even aired on Nat Geo here (or perhaps it was a different bible show) and you can always find some crap about ghosts and what not on C.I. or Discovery. Speaking of crap on Discovery, they have an auction hunters programme on there?

I'd prefer if they had one channel and cut the bullsh|t programmes and kept the ones that actually contain some science or interesting factual information (the recent doco about Kennedy's assassination that interviewed the Secret Service men there was alright). Actually, make it two channels. You need one channel for the 40,000 WWII/Nazi documentaries. They should cut those down too, keep the good ones like Color of War, WWII in Color, The Last Days of WWII and the few specialised documentaries about u-boots and such. I don't care if Hitler had plans to build a UFO.


In other news, apparently 'ye' as in 'ye olde pork pie shoppe' is actually pronounced like 'the'. Makes sense, many older languages had one character for 'th'. Q.I.
