Are you using the syringe plunger as the piston seal? It sounds like it's dumping through the pilot. Did you make an equilisation hole? Is it bigger than a pin prick?
I do have an equilisation hole, however it is larger than a pinprick. I suspect that's my problem. I'll have to rebuild it again.

If more air can flow through the equalisation hole than can flow through the schrader it will never work.
