I stumbled upon an older video recently of someone firing a CO2 Nerf ball or paintball cannon. They are using an activation handle/valve that I am unfamiliar with but I know I have seen it on some other builds. Could someone shed some light on this design quirk?

I can't tell from the video but it could just be a linkage to a blowgun valve given the low performance, multi-shot capability, and apparent necessity to tap the trigger very briefly

Looks like your traditional three-way valve /QEV setup:

When at rest, the QEV pilot is connected to the main air chamber (filled from a CO2 bottle and presumably going through a regulator to bring the pressure down).
When the three-way valve is actuated, the main chamber is closed off and the QEV pilot is open to the atmosphere, actuating the QEV and firing the projectile by dumping the firing chamber.
When the three-way valve is released, the QEV recloses and the firing chamber is refilled from the main chamber. In the video you can hear the firing chamber refilling after the trigger is released.
