Can someone please explain to me how to construct a Co2 regulator to hook up to my cannon? I want to make it portable. If you could help me i'd be most thankful...

I wouldn't trust you with a high pressure air source such as co2.
Seeming that from what I see you have never looked at a brass fitting.

you cant just make a co2 regulator, you would need CNC lathes, mills, and raw materials. by the time and price that you will spend on that, you could buy hundreds of palmer regs.
There are rules, and then there are hundred dollar bills.

Technically, I suppose you could build a small propane-meter style setup out of 1000+psi rated metal parts that would meter out a set volume of pressurized CO2 and vent it into a much larger volume expansion chamber where it would expand and warm up to a safe temperature and pressure to go into PVC. However, this would be more complicated and "rube-goldberg-ish" than it's worth. Just buy a regulator.

Peace,
Pete Zaria.

1) Post in the correct section next time.
2) Buy a reg. You aren't going to be able to make one that is guaranteed to be as safe as a commercial one.
