Yes, but I am nowhere near possession of a cloud-sized fog making machine.

Scrap everything I previously said. The best design for my purposes would be an automated 3RPS shell loader, as to per each shell would be a cylindrical rocket motor with no fins, and a rotating barrel to provide spin and stability to the otherwise tumbling mini rocket.
