well it depends.... Say both have a 4" X 24" chamber, and a 3" barrel.
If the pneumatic has a....
1) 3/4" ball valve; combustion is more powerful
2) 4" tee valve with 3" porting; the pneumatic is more powerful
2) 1.5" sprinkler valve; debatable (sp)

I would go with a pheumatic. But if you know what youdoing you could make a hybrid. But if you dont STAY AWAY!! The one I made was 5' of 4'' pipe and a single 1'' ball valve and that put a 1'' broom handel thought 1/16 or 1/8 but I am thinkin 1/16'' steel.

Usually the pneumatic is more powerful since it reaches higher pressures than a combustion, so for the same size gun the combustion would be beat. If you want portability you should go with a combustion, but if the only thing you are looking for is power than a big pneumatic is the way to go, and of course like WOW said a hybrid can out preform both of the same size and can reach higher velocities, although there are very dangerous and it is DEFINITLY NOT something you would stand beside when you shoot it.
