Did you position the black lever so it is in the closed position?
Did you remove the white plastic filter from the diaphragm?

I don't mean to be a dick by not linking the articles, I just think it would be a good idea if you became familiar with searching for easy-to-obtain information as well as becoming familiar with using the SpudWiki.

It would depend more on your state and local laws. Spudguns are legal under federal law, but the definition fails to specify many things regarding when a spudgun would fall into a fire-arm classification. In the end, the legal status of a very powerful hybrid or full-auto spudgun would likely be determined by how convincing you and your lawyer are in court.
With the state of U.S. law at the moment, it could easily go either way.
That's why you want to do any high-end shooting as far away from civilization as possible. It keeps everybody safe.
Also keep in mind it is illegal to shoot anything explosive/incendiary.
What state are you in?
(ninja'd by crowley, but law-related information is the one thing I will spoon-feed without hesitation).

ATF Definition of a Destructive Device:
"Any type of weapon by whatever name known which will, or which may readily be converted to expel a projectile, by the action of an explosive or other propellant, the barrel or barrels of which have a bore greater than one-half inch in diameter"
I built a simi-auto 32mm ball bearing cannon and contacted ATF for approval. They seemed highly annoyed and told me what I described was nothing more than an airsoft or BB gun. Eventually, I received a letter of approval with conditions : can't use it to commit a crime or shoot at a vehicle with passengers, blaw, blaw.. Approved for RECREATIONAL purposes.
