Identifying an old launcher (picture attached)

I'm currently in the R&D process for my own spud gun and I stumbled across this design that is shockingly similar to my own. From the placement of the revolving cylinder around combustion chamber to the placment of the igniter, it all matches up. With such a polished design I'm sure there are many things I can learn from this for the creation of my own. If there is any info about the name of this launcher, the designer or anything else I'd love to know. From the information I could glean, this image was posted to a sharing website in 2008. The writer claims the launcher came from a Spudfiles contest and was one of the winners. Any information would be greatly appreciated!
