Why would you want to thread a reducer bushing? Just buy one that's already threaded. http://www.mcmaster.com for "PVC reducer bushing".
it is pressure rated ABS that i am working with, and i cant find any threaded reducing bushing in 3" x 2", so that i can but a plug in it.
My only other option is to seal the chamber with a cap and hope that nothing goes wrong inside.

O ythis is going to be a combustion. i woulda known that but you didnt say so now i get it.
EDIT: you probably could replace it by sawin near it takeing the fan out replacing it and fixing with a coupling.
