Deforming against a solid concrete wall isn't expanding through a tissue analog either ;p
I'll do some testing JSR with ratios like your 2/3 hollow tail etc and see which gives good results, but are also reasonable.
The ratio will depend on how thin the walls of your hollow section are, but generally aim for a centre gravity around 25-35% of the total length from the nose.
It might well be easier to make a lighter tail of solid plastic or wood than try to make a hollow lead section.
Sound advice, it's the principle behind the Brenneke type slug:

Not casting eh?

Pounding lead sheet into a bullet shape sounds improbable...

Fishing sinkers?

I was thinking along the lines of a lighter tail, something like thick felt or dense foam.

I also had the idea of adding something of a "tail" to the design,I could drill/bore a small hole in the back of my round and add a small length of copper wire soldered in.Although I'm not sure how well it would work.

@Hotwired - My dad has a background in Glass working and Lead lighting,so I have copious amounts of lead lying around and I've made my own little way of producing these and it works pretty damn well.

You will see soon.
