Deforming against a solid concrete wall isn't expanding through a tissue analog either ;p
The ratio will depend on how thin the walls of your hollow section are, but generally aim for a centre gravity around 25-35% of the total length from the nose.I'll do some testing JSR with ratios like your 2/3 hollow tail etc and see which gives good results,but are also reasonable.
Sound advice, it's the principle behind the Brenneke type slug:It might well be easier to make a lighter tail of solid plastic or wood than try to make a hollow lead section.
