Iv'e decided to take a shot at building one of these. I have the air compressor, a 3-gallon air tank, air nozzle, lots of pipe and tubes, tons of stainless steel and brass, a milling machine and two metal lathes. I just need a diagram of where the hopper, nozzle, vortex block, and barrel goes to get the most fps and rps possible for an airsoft vortex gun. Thanks in advance!

Have a butchers at the wiki article, plenty of tips on performance optimisation and it's a good place to start.

A diagram of what you mean by "vortex" and "hopper" would be most helpful ;)

I'm going to guess that by "hopper" he means a cloud..
