gap spaces between pipes

what is a good gap filling substance which that is strong and cheap , i would go with epoxy but then that isnt too cheap ... (just cos i need to fill about 20 inches x 10mm of volume ...)

i need it to make up the gap space between a 40mm and 50 mm pipe...

You can always bulk up epoxy with a filler material. Sawdust for example.

Is that how epoxy putty is made?

And I would say fiberglass resin and newspapers.
