In order to gather meaningful data, the pendulum needs to swing in a single plane like this one:

To be fair, a pendulum that is free to rotate (as that shown in the OP) does provide meaningful data: it provides a minimum value.

To be fair, using a ballistic pendulum just steps you back a couple hundred years in technology.
