When a pice of PVC pipe has a class rating printed on the side, such as class 9, class 12, or class 18, that means how many bars of pressure it can hold, right?

Yes it does indeed. And the pipe has a burst pressure of 3X its running pressure, but don't take that as a hint to run a class 12 at 36bar.
